If you are a owner or manager of an ARC-accredited agency,two years of experience is required.
In order to get an ARc card, you must go through CAS training.
You will also need to meet ARC's requirements on section 80 of their charter.

This means they do not issue the tickets themselves but sell as a go between(a conduit)for the airline,hotel,cruises,etc,and the customer.

If you own a small homebase agency,TSI, you must provide proof of $10,000 investment in the travel business.
You must provide statements from your bank, industry contacts and whatever proof you have that your business is legitimate.
