Bird dogging is what referral agents do for referral agencies.A referral agency is a "travel agency that focuses largely or entirely on business generated by a network of outside referral agents." (from Home based travel agent by Kelly Monaghan)

The term "card mill" refers to these types of agencies.They are seen as recruiting people to their business and promising them access to id cards that help them get free or discount trips. They are not seen as researching, selling or booking travel as a "real" travel agent does.
